Park Rules

Welcome to NCPRD’s Park Rules page. Thank you for taking the time to get familiar with our parks and the rules that we have for park users. Below is a list of rules applicable to NCPRD parks and properties. For a detailed list of these rules please see Ordinance No. 07-2004.

**Please note: Any event or activity on property owned or maintained by NCPRD must be explicitly permitted by NCPRD if not led by District Staff.  This includes volunteer events, educational groups, biological research and scientific collection.  Find out more about obtaining a Special Use Permit here.**

GENERAL PARK RULES

  • Park hours are 30 minutes before sunrise and 30 minutes after sunset unless otherwise stated.
  • The District Director has the right to close, restrict opening times or prohibit recreational use by the public at any District owned and/or maintained park if it is necessary to protect the health or safety of the public or the safety of the park area or its facilities.
  • Permits may be revoked by the Director or law enforcement. Permit holders (and the individuals covered under permit) who break any NCPRD rule or any state, county or federal law may also have their permit revoked. All persons whose permits have been revoked must immediately leave the park.
  • Authorized District employees and law enforcement officers have the authority to cite or remove any person from a District park if they violate NCPRD rules or an exclusion order.
  • If you park your car at a District park outside of park hours, it is subject to towing.

SPORTS COMPLEX GENERAL RULES

  • The following items/activities are prohibited at Hood View Park
    • Metal cleats
    • Sunflower seeds or other shelled nuts
  • The following items/activities are prohibited at Hood View Park and North Clackamas Park
    • Chewing gum
    • Smoking or tobacco products of any kind
    • Use of stakes on the turf for pop-up nets, tents or canopies
    • Outside alcoholic beverages
    • Glass bottles or containers
    • Unleashed animals and pets
    • Biking, skateboarding and rollerblading
    • Illegal substances
    • Any item/substance that may damage, stain or permanently alter facilities, structures or playing surfaces
    • Fireworks
  • The following behaviors are unacceptable at Hood View or North Clackamas Parks
    • Physically or verbally threatening the well-being of an umpire, competitor, spectator or staff
    • Fighting and/or aggressive behavior
    • Addressing an umpire, competitor, spectator or NCPRD employee in a disrespectful manner
    • Use of vulgar language
    • Endangering actions (e.g. throwing bats or other equipment)
    • Inappropriate gestures
    • Intoxication
    • Vandalism
    • Failure to comply with rules of the complex

FIRES

  • No fires are allowed in any park areas except:
  • Park barbeques
  • Fire pits provided by the District
  • Personal barbeques
  • Do not leave any fire unattended. Every fire user must put out the fire before leaving the park.
  • Do not build fires in dangerous/hazardous areas such as near a wood pile, grass, tree, underbrush, park improvement or other flammable material.

HUNTING, FIREWORKS and WEAPONS

District park users may NOT:

  • Hunt, pursue, trap, kill or injure any bird or animal in any NCPRD park.
  • Possess any wild animal, bird, fish or reptile or the eggs or nest of any bird or reptile in any NCPRD park.
  • Discharge, for any reason, any firearm, pellet gun, paint ball gun, bow and arrow, slingshot, or other weapon, except for a law enforcement officer acting in an official capacity.
  • Possess any loaded firearm, except for a law enforcement officer.
  • Possess or use fireworks or other explosives. (Special fireworks permit in accordance with state laws required and only acquired through the Director).
  • Remove any weapon from the owner’s vehicle while in a park except for a law enforcement officer. All weapons that are stored in a vehicle in a park must be completely unloaded at all times, except for law enforcement officers.

ALCOHOL

  • Alcohol is not allowed in NCPRD parks unless you have the appropriate permit.

PARK PROPERTY

  • Respect for park property is paramount. No mutilation, damage, removal, relocation, or defacing of any park assets allowed.
  • No digging, defacing, blasting or removal of any stone, dirt, rock or other material allowed.
  • No tree or shrub planting is allowed without permission from the Director.
  • Outside of designated areas, no temporary signs, markers or inscriptions are allowed in NCPRD parks unless permission is granted by a  District employee.
  • No PA systems are allowed in parks without a special use permit in place.
  • No pollution of any water, soils or any park areas allowed.
  • Threatening, abusive language or gestures, public disturbances, rioting or panhandling are not tolerated.
  • Noise-producing machines, vehicles, devices or instruments used in a way that disturbs park area visitors are not allowed.
  • Do not pick, cut, remove or mutilate any flowers, shrubs, foliage, trees, plant life, or products of any type.

CONCESSION and SOLICITATIONS

  • You must obtain a permit or contract to operate a concession, or vend/advertise any type of goods/services.

ANIMALS

  • No horses are allowed in NCPRD parks except where specifically designated.
  • Dogs, cats and other animals must be kept on a leash (maximum 6 feet long) except in areas specifically designated as “off-leash.”
  • No animals except for service animals will be allowed into any NCPRD building, unless permitted by the Director for special events.
  • You must keep control of your pet — pets are not to annoy, molest, bark continuously, attack or injure any person or animal in the park area.
  • Do not leave pets tied up and or/unattended.
  • You must clean up after your pet. Place pet waste in a bag or container and dispose of it in a designated waste receptacle.

MOTOR VEHICLES

In all NCPRD parks:

  • Do not exceed 10 miles per hour unless otherwise noted.
  • Park only in designated parking areas.
  • Use only vehicle/bicycle appropriate paths and trails.
  • Do not leave any vehicles parked after hours or overnight.

WASTE DISPOSAL

  • Put ALL waste in appropriate waste receptacles.
  • No dumping allowed.

CAMPING

  • No overnight camping is allowed in NCPRD parks.

PROHIBITED GAMES

  • Games involving thrown or propelled objects such as stones, arrows, sharp objects, vehicles, or javelins are not allowed in NCPRD parks unless in designated areas.
  • Power model airplanes, rockets or boats are not allowed in NCPRD parks.

PERMITS

  • You must show proof of permit when required upon request by law enforcement/District staff.
  • You must show proof of entrance and/or fee payment upon request by law enforcement/District staff.
  • You shall not disturb or interfere unreasonably with any person or party occupying or participating in any activity in a park under the authority of a permit.

SPECIAL USE PERMITS

You will need a special use permit for the following activities in NCPRD parks/facilities:

  • Movie, commercial or television filming, photography, and production.
  • Organized sporting events.
  • Special educational events or festivals.
  • Amplified sound, pony rides, dunk tanks or use of alcohol with a reservation permit.

ENFORCEMENT AND PENALTIES

  • The Director, District employees, and law enforcement officers have the right to ensure NCPRD rules are followed through issuance of citations or expulsion from parks.
  • Do not obstruct or interfere with the enforcement of these rules.
  • Violation of rules is punishable by a fine set by the Board.

PHOTOGRAPHY
North Clackamas Parks and Recreation District takes photographs of people enjoying our programs, events, parks and facilities. These photographs are used for promotional purposes, including placement in publications, collateral and on the NCPRD website. The photographs are used at the discretion of the Parks District and become the sole property of the North Clackamas Parks and Recreation District. If you do not wish to be photographed, please inform staff and we will make reasonable efforts to honor your request.
