Boards of Directors Approve Strategic Partnership Between North Clackamas Parks and Recreation District and North Clackamas School District

February 20, 2018 – The Strategic Partnership between North Clackamas Parks and Recreation District (NCPRD) and North Clackamas School District (NCSD) has been approved to move forward by the Board of Clackamas County Commissioners, acting as NCPRD Board of Directors, and the NCSD Board of Directors. This joint agreement gives both entities needed resources to better serve their communities, providing new amenities and community spaces to meet the needs of the growing districts.

In the revised agreement, the School District will receive Hood View Park; in exchange, the Parks District will receive Concord Elementary School in Oak Grove, Wichita Elementary School in Milwaukie, Clackamas Elementary School in unincorporated Clackamas County and bond funds from the School District. The total agreement is valued at $18.7 million.

Prior to the exchange of properties, the Parks District and School District anticipate finalizing a separate agreement to continue current “status quo” management of Wichita Elementary School and Hood View Park until 2020 and 2021 respectively.  This arrangement will maintain continuity of uses for programs and tenants until such time as these facilities are needed for future purposes.  Management of Concord and Clackamas schools will be assumed by the Parks District immediately upon transfer of the properties.

The future vision and use of the Concord Elementary School property will be informed by the community and other local organizations who have been invested in the preservation and the repurposing of the historic building. As the new property owner, NCPRD will be conducting an extensive public engagement process with the goal of fairly and equitably gathering community input, inclusive of all constituent groups.
