Strategic Partnership between NCPRD and North Clackamas School District finalized

The purchase and sale agreement portion of the Strategic Partnership between North Clackamas Parks and Recreation District (NCPRD) and North Clackamas School District (NCSD) is now final.
NCPRD has officially taken ownership of Concord Elementary School in Oak Grove, Wichita Elementary School in unincorporated Milwaukie, and Clackamas Elementary School in unincorporated Clackamas County, and the School District has taken ownership of Hood View Park. Additionally, NCPRD has received nearly $14 million in cash proceeds for the balance of the total transaction value of $18.7 million.
Under a separate Facility Use and Transition Agreement between the two agencies, the School District will continue to operate Wichita School until 2020 and NCPRD will oversee operation of Hood View Park until 2021. The purpose of this is to ensure a period of continuity and limited disruption to the programs and community uses at each of the two facilities.
“The three schools acquired were strategically chosen based on their potential for community uses and their precise placement throughout the district, allowing us to better serve our entire population, especially those in underserved areas.“ said Director of NCPRD.
There is much interest around the potential use of Concord Elementary School in Oak Grove, which has sat vacant since 2014. NCPRD will be conducting extensive public engagement to determine future use of the building and property.
The Board of County Commissioners, acting as the NCPRD Board of Directors, approved a preliminary joint planning process between NCPRD and the Oak Lodge Library staff at the Policy Session held on April 3 (read the session packet or listen to its audio at www.clackamas.us/bcc/presentation.html). This collaboration would allow for shared resources and greater efficiencies while exploring the use of the Concord property as the potential site for the Oak Lodge Library.
